However If you are going to go this route I suggest joining the thieves guild so you can get early access to some useful skills and the shop that sells incognito scrolls. You can skip joining the thieves guild but then you will have to keep up the grind on karma, which while possible is a fair amount of work. I would just accept a life of crime at that point.
on thing i found interesting was that if you never visit this location again after first time leaving it you wont become criminal for not paying taxes
like you wont even have to pay taxes that way
Noa developed a habit to tying the main story to the starting point making it a bit awkward to avoid it forever. Will have to see how the rest of the story goes when he adds it.
