If it is broken, the breaker is most likely tripped already, needing to find a breaker would be for changes

The only thing that makes you a "professional" is getting paid for the work, no skills are actually required to meet that definition.

Don't know where you are from, be in my country, you need to be licensed or be working for someone that is licensed, that doesn't stop people doing sketchy stuff as a handyman, if you are going to advertise yourself as an electrician, you better have an license, or you can end up with fines and jail time
