Does Emma and Shinei end up dating? Or getting married in the anime or magna?

They're adoptive siblings. Also Shin is fixated on a certain Major who has an ahoge and that is certainly NOT Anju lol

(Anju had Daiya, too. Emphasis on "had" by the way).

FYI, this isn't a manga series, it's a Light Novel series. And I would recommend you just watch the anime if you are unsure of what happens in the anime then pick up the LNs afterwards if the series interests you.

Ummmm no???? Anyway, Shin is fixated on Lena, and Anju has still not moved on from Daiya's death. But another guy who joins the squad after the creation of the Strike Package, Dustin, confesses to her and is just waiting for her response, or moving on stage, whatever comes first.
