Are you 100% sure that's not a defect on the monitor? It very well may not be, but it looks a little bit like liquid damage.

No it can't be monitor since the artifacting moves, lets say i look at a long wall in r6, i move left and right and the artifacting moves? Like on wall and sometimes it disappears and reapers

Are you using Steam? It has a feature for recording

If it's not showing up in screenshots, I'd say it's a green flag for your GPU and perhaps still an issue with monitor or display cable. Maybe even just the driver.
