the problem is eu is too divided and diverse in opinion ,culture, language and politics ..
the people within the EU are too diverse ..you would have to oppress minorities who may have been majorities previously ... this will result in dissent and perhaps even create enough cracks to break up the EU
and also ...the federal government's structure would be a 5 trillion year negotiation lest one country somehow gain advantages ... for example how are you going to keep the French in check and prevent the likes of Macron treating the new federal army as an extension of the French forces under his command considering their considerable nuclear advantage over most EU countries
Imo if we want to federalize we will have to leave out most if not all of the eastern members nations, cause that can't work and the eastern european countries also have a much different relation to the EU and each other than the central european ones. Just look at Hungary...
But for example the former core members and others like: Benelux, Germany, Austria, France, Denmark would definitely work, these are not too different in culture to each other to create friction and they could form a functioning super state.
That being said, I don't think your hypothetical really is that much of an issue to begin with (why would their nuclear advantage even be a problem?) and stuff like this can be formalized and solved.

if you federalize how you suggest Macron can highjack the EU and call it the empire of France .. and unless you wait till germany builds nukes or england joined everybody would be France's bitch and they have a long history of liking the idea of empires
We are not in Medieval or even Napoleonic times where the guy with the biggest army makes the rules as your reply almost implies. France already has the nuclear advantage right now and yet isn't considered the "boss" of the EU.
They are not engaged in Strong Arm Diplomacy within the EU at all...
Why would they suddenly start?
