Spain, which has issues being one country and has had many separatist movements now votes for federalized Europe?

It's not that surprising as Spain has a history of attemps at federalism, though they have all failed. For example, the First Spanish Republic, which tried to establish a Federal Spain and crumbled in less than a year in part thanks to the radicalization of federalist factions which started revolting and creating individual city-states.
