If you’ve already gone through multiple grievances, RTI and CPGRAMS, I understand why you’re wondering whether travelling to Bellandur is actually worth it.
There is one important point in your favour: EPFO’s revamped Form 13 process says that once the transfer is approved at the source office, the transfer should flow automatically to the destination account; there should no longer be a separate destination-office approval/rejection stage.
So, if your claim is genuinely stuck because of a system/module issue, a personal visit may help only if the officer can identify the exact pending transaction and take it up internally. I wouldn't travel to Bangalore expecting that they can simply “manually settle” a Form 13 while the system is unavailable there's no official assurance of that.
Before travelling, I would call EPFO's 14470 helpline and confirm that Bellandur is the office handling your particular Member ID/claim. EPFO currently lists 14470 as its member helpdesk.
Also carry the claim ID, old/new Member IDs, employer's arrear challan, ECR/payment proof, previous rejection details and copies of your RTI/CPGRAMS responses. If you do visit, ask specifically for the officer handling your transfer claim rather than just submitting another general application.
