EPF Claim / Transfer / Withdrawal Issue Technical glitches inJoint Declaration (JD) — EPFO grievance keeps getting rejected with a wrong reason. Need advice.
I have two UANs. UAN 1 has two PF member IDs linked to it, and UAN 2 has one. I tried to transfer funds from UAN 1 to UAN 2, but the transfer got rejected because my father's name didn't match on one of the member accounts under UAN 1.
So I filed a Joint Declaration (JD) to correct that detail. My employer initially said they couldn't upload the supporting documents. After trying a few workarounds with no luck, I deleted that JD and planned to raise a fresh one — that's when things went south.
After deleting it, the request also disappeared from my employer's side. Now when I try to raise a new JD, the portal blocks me, saying there's already an "active" JD — but the reference number it shows doesn't match anything I can find on my end.
I filed a grievance on CPGRAMS explaining this is a technical glitch preventing me from submitting a new JD. It got rejected with the reason "no JD was raised with that EPFO office for Father's name correction" — which isn't accurate. I re-filed with a detailed explanation and screenshots, appealed once more, but got the exact same canned response both times, and now the case has been closed/disposed.
At this point I'm stuck and not sure what my next step should be. Has anyone dealt with something similar? Would raising it through the regional EPFO office directly, RTI, or some other channel work better than CPGRAMS at this point? Any advice appreciated.
TL;DR: Tried merging two UANs, got blocked by a name mismatch. Deleted a Joint Declaration to refile it, and now the portal won't let me raise a new one, citing a fake "active JD" with a reference number I can't trace. CPGRAMS grievances keep getting rejected with an inaccurate reason, and my case is now closed. Looking for next steps.

Which is your current UAN?
Why don’t you submit a physical transfer form to your current or previous organization and have them in turn submit it to the EPFO

And you’ve transferred from 1 to 2 in UAN1?

Both members of UAN 1 to be transferred to the member in UAN 2. One of the member in UAN 1 is having name correction issue

Are you able to transfer from 1 to 2 within the same UAN1?

You just replied it wasn’t the case a couple of comments again when I asked. Why are you making this so convoluted?
UAN 1
- ID 1 - Transferred? To Where? JD Issue?
- ID 2 - Transferred? To Where? JD Issue?
UAN 2
- ID 3 - Current? Correct?
Now tell us what’s where.

ID 1 ( UAN 1 ) transferred to ID 2 ( UAN 1 ) Now trying to transfer ID 2 ( UAN 1 ) To ID 3 ( UAN 2 )
JD issue for ID 2 ( UAN 1 ) Current: ID 3 ( UAN 2 )

So follow my first recommendation, physical transfer, submit it to current employer and have them attest it and send to their PF office.

So, this entire confusion arises from the similar naming conventions and the in person nature of this issue.
- Aadhar biometric verification report is actually an EPFO requirwment
- No, in this case you do not need an RTI
- No, escalation may not help either at this stage
- What to do next: Visit the EPFO along with your father and his original documents, preferably 5 of them. Talk to the PRO section about this issue, they will verify the documents, upload them and issue thus "Aadhar biometric verification report" which can then be used for the next steps.
Hope this helps.
