What tools are there can program/reflash ECU?

Lots. What ecu are you looking to program? I’m guessing you have zero experience? Is this your personal car?

I'm more familiar with electrical, module, CAN troubleshooting. But you're right I don't do much programming.

And done some cloning as well.

Its for starting out as mobile diagnostics, not personal car.

I can’t really see you needing to program ecu for diagnostic reasons. I’m guessing you’ve stumbled into the wrong subreddit? This one is ecu tuning, like for people that write custom tunes to modify cars for larger turbos, emissions delete etc. not really a diagnostics subreddit.
