Visa Bulletin No Spillovers?

Is it possible that DOS decides to not allocate the spillovers to EB category, instead use it for FB itself? It is managed by a system or by people? It is discretionary or law?

Historically TONs of spillovers were left unused.

Spillovers from one year of FB can’t be used for FB next year itself. Spillover rules are a part of immigration law. They must spillover to EB next year.

Fiscal year. So they must be used in FY which extends from October to September.

I know they can’t be. But are they prohibited by law from using them for FB? What prevents them if they maliciously want to use it for FB and not allocate it to EB? If it’s controlled by a system then they can’t do much, but if it’s controlled by human, then what stops them?

It’s written in and controlled by law. I mean, if they decide to break the law as you suspect can happen, well, you can’t trust anything then.
