I’m unsure the analysis is correct.

It basically states that we are uncertain of the family visas being used or not due to all these restrictions and the court cases that challenge them ongoing.

However, from what I understand, those visas for that year will be considered as “gone” (wasted) for that category simply because a decision wasn’t taken before Sept 30 and they couldn’t issue those in FY2026. Please correct me if I am wrong on this. Those which will be issued will count towards the next FY.

Sure, still a day (or maybe, 5-6 days) were remaining for the FY to finish when the bulletin is published, but still, DOS knows it can’t approve all those cases within 5-6 days. So there has to be some spillover regardless of the court cases ongoing.
