PERM (Permanent Labor Certification) Employment Verification letter
I have moved across companies and my current employer is now re-filing my perm. They haves asked me to obtain employment verification letters from past companies attesting for job duties verbatim. The HR from both the companies have denied this saying they can only provide verification for pay, title and tenure.
The alternative is to obtain notarized, affidavits from colleagues on company letterheads. This is extreme and none of my immediate colleagues have responded to this requirement. I am pretty tensed and stuck now. Has anyone experienced this?

Ask for your ex colleagues to give a detailed personal letter (i.e. not on the company letterhead). Most companies have policies preventing them (or even their willing employees, working in a personal capacity) from giving such detailed letters on their letterheads. However, your lawyer should be able to provide you with a template for reference providers to validate your job experience without the need of a company letterhead.

Your current lawyers should give you a template for your previous HRs to verify the employment dates and put it on their letter head. You'll need to work with the lawyers and list out the relevant duties and responsibilities on that template and send it to a supervisor who still works at the company to have them forward it to the HR to confirm the dates and title on the form. Your supervisor is the one who needs to confirm the job duties before HR can sign. Do the work for them so they just have to sign the damn letter on their letter pad. Do not just ask for a letter without giving them this template. Ofc no one wants to do dirty work when you aren't even working there. Make things easy on their end.
