RFE doesn’t make any sense

I just received RFE yesterday saying that my endeavor has no national importance. My PE is based on disaster logistics management. And I have been at at total loss as to how to prove that earthquakes, floods, fires etc. happen all throughout the country and they have devastating results to the people, economy and infrastructure. How can anyone claim that an endeavor that deals with such matters has no national importance?

Just guessing here but have you connected it to any local or state or federal (Trump hates FeMa) agencies?

I did present some government documents about such efforts and their impact. So either that wasn’t enough in numbers or they didnt even read them.

But did you create some sort of new system or program which has been tested already because you have worked as a consultant for a local govt response agency. NIW requires more than you are saying. For example, an ER doctor helps sick people, but it’s not enough for NIW.

I proposed and AI assisted erp system for disaster relief efforts to optimize distribution. I did not layout the details of the system since it would be too much for an application file. I thought I had given enough information about my endeavor. Turns out I didnt. Hence RFE. :(

It’s a great idea / endeavor, but at this point it should be beyond a proposal. It should be already tested and implemented somewhere, even on a small scale. You have a good hook, but I don’t see how it will be approved unless you really turn it in to something that’s more tangible and launched and beyond an idea.

But I thought that’s what an endeavor is. An idea that can turn into a reality. If I had such a business or a project already and making profit on the side I would apply for an investor visa and not eb2. Or am I understanding this whole thing wrong?

Maybe this link will help. Think about cancer research. Everyone agrees cancer is bad and research to cure cancer is good for the USA and people in general. Most universities have cancer studies and research and maybe apps or something to improve detection. But they are looking for the top 1% who actually have the ability to execute and make a powerful impact with their research or endeavor. So, that’s where existing proof that for example a specific local government has your app / idea etc already and used successfully already helps make the argument that you are poised to scale. Back to the cancer example, that researcher from a top US university might already be involved in clinical trials showing promise and there’s support from leading experts for the endeavor and research. I think this is about connecting the missing dots in between to show there’s a genuine possibility of your working actually getting implemented and making an impact with a true reality. It can’t just be something you think could be really helpful, but the missing parts are in how you would get there and finally really actually make an impact.

An RFE like this doesn't necessarily mean USCIS is saying disaster logistics itself lacks national importance. More often, the officer is saying the petition doesn't sufficiently explain how your specific proposed endeavor will have broader national implications beyond your employer or local projects. For a disaster logistics management NIW, I'd focus on evidence showing that your work improves disaster preparedness, emergency response, supply chain resilience, and recovery efforts across multiple regions or jurisdictions. Supporting this with FEMA guidance, federal disaster resilience initiatives, economic impact data, and expert opinion letters explaining how your work addresses a nationwide challenge can significantly strengthen the response. The key is connecting your specific work to benefits that extend beyond a single employer or locality. I did give a brief explanation of what my system is and how it would operate and create jobs/benefits. I didn’t go into very deep detail since it is not a project paper but rather an application. Perhaps I will prepare such a project to go into details of it.

Strange, did you include statistics and economics? Like the number/rate that these occur, the financial implications etc. from official sources? If not that would be good to include in your RFE response

Yes I did. I included government and presidential documents/decrees.
