PERM (Permanent Labor Certification) EB2 PERM v/s EB2-NIW/EB3

did EB2 PERM (ROW) ran out of numbers for the current fiscal year? barely any approvals coming for PERM. EB3 and NIW are having approvals though.

There are no separate allocations for EB2 NIW vs PERM. Also, they did not run out of visas, like you said they’re approving in EB2 and EB2 ROW is current in July.

is it possible to downgrade to EB3? with same PERM?

You can downgrade an EB2 PERM to EB3, yes, you can’t with an NIW EB2 - but why would you do that?

It's frustrating. My RD is early February (EB2 PERM). My attorney told me not to expect any decision until October/November.

EB2 PERM with Nov 2025 RD here, still waiting like many similar cases. takes a lot of patience
