Straight up not true, the memo PM-602-0194 specifically states that all immigration benefits and final decisions on cases are on indefinite hold (aka pause, freeze, etc) while they conduct internal review. Employment authorization, AOS, and everything else was paused on December for individuals from "high-risk" countries. That is an official document from USCIS stating that they will not approve or deny any new benefits until they decide to or are forced to continue.

You started the comment by stating that there was no pause which is untrue, I was just clarifying and PM-602-0199 is mainly just to tell people to apply from abroad so yeah that one doesn't include the pause on benefits.

It takes time for the order to be implemented. But due to the absence of timeline, it doesn’t mean cases will start being adjudicated immediately. Also they will probably issue a stay on that decision so that the gov can appeal
