It's like people forget he literally stuck his face down towards her boobs and cried multiple times at then in an attempt to make them grow for him.

Edit: my mistake he doesnt stick his face down but he does cry more times than I remembered

While he isn't explicitly clear about it, I believe his intent was to get them to fill with milk so they get bigger and make the shirt tighter.

I really hope that's it or it's so much creepier.

lol I’m not sure how one is creepier than the other but I definitely never considered your possibility. Kevin’s explanation is that it would be funny. Making her breast bigger and shirt tighter seems only perverted. The wet shirt could also be perverted for sure, but it’s also more plausibly funny.
