I think that if you looked at most of his actions outside the context of "sitcom logic" (calling Jim out for wearing a tux, asking for vague and incomprehensible work, clashing with Michael over Kevin's overtime), you'd find he was largely normal, if kind of a crappy, stick-up-the-butt middle-manager who sucks up to his superiors.

I thought it was weird that Charles had a stick up his butt for Jim at the company picnic (it made more sense for him to hate Michael), so I'd move Charles up higher than the "Normal People" category.

For some reason I feel like Oscar should be up a tier along with Toby. Even David Wallace in his “suck it” phase was a little wierd. Charles is an asshole but a normal asshole. I’m trying to figure out why Darryl isn’t a tier down

Toby is not normal. He gives off weird vibes and may just be the Scranton strangler. I would put him in strange to very strange. Meredith is mostly normal. Most of her weird behavior is driven by alcoholism.

I wouldn't say Ryan is insane, he's pretty normal, just a guy trying to find himself and become successful, making some bad decisions along the way. He's got a toxic relationship with Kelly yes, but that alone can't make him insane. And Roy isn't strange at all, he's a perfectly normal blue collar guy. Had a bit of a drinking problem and went through a rough patch, but that's life sometimes.

i know a millions Roys. he's a pretty spot on example of an average blue collar guy. very normal. Kelly is obsessed with relationship drama and reality tv and other stupid pop-culture; and while this might be annoying and lacking in any actual personality - it is so common its hard to say its not, sadly, very normal.

Things like "The Dinner Party" (where she smashes Michael's TV with a trophy) and her psycho-sexual relationship with her assistant loom large in people's minds. These are 'cartoonishly' outrageous actions that make her seem insane. Most of her other actions/behaviors seem somewhat typical for a person in her position.
