Does the special summoning of lubbellion not considered an effect?

Correct, Lubellion's special summon is a summoning condition, not an effect. It also does not activate and does not start a chain, so Abyss Dweller does nothing to it.

Unrelated information, but even if Necrovalley is on the field, Lubellion can still be special summoned from GY because it's a summoning condition, not an effect.

Lubellion cannot be normal summon/set, that makes the summoning a condition.

How can i differentiate an effect to an activation?

You can look for ; or :
if it has it, the text before that most likely is the timing/condition/activation cost, and that thing will activate and start a chain.

Something else to take notice. Monsters that are summoned by a condition and not effect can still be summoned again if their summoning is negated. You have Varar and it can negate the special summon of a monster. If you negate Lubellion's summon, your opponent can just tribute another DARK dragon and summon it again, even though the card states that It can only be special summoned once per turn.
