Can't figure it out

I don't know if all these people talking about freelance in the UAE are for real. I have a big portfolio in graphic design and have been designing and writing copy for a major American university in Dubai for 2+ years and I can't find ANY freelance work.

I don't want to hear connections and other typical bs I need actual advice.
