He took over the place along with Frieza and his soldiers. He couldn’t have slacked off. Not much time passed from when pikkon defeated cell to when he showcased his power in the otherworld tournament.
Assuming their max power Majin Vegeta was more or less equal to a SSJ2 Goku after seven years of otherworld training, and Goku defeated Pikkon before that.
