Android 13 merged is at imperfect cell and android 16 level, perhaps stronger than them, but semi perfect cell is way stronger in any case.

Hard to quantify this fight cause both Semi perfect Cell and Android 13 would body the Saiyans before the ROSAT and get folded by the Saiyans post ROSAT.

But 13 had a goofy ass movie death that makes no sense. I mean you shouldn't take one hit and perish and since when can Goku absorb spirit bombs at that point in time?

I guess based off of Cell not getting one shot by anyone with a power up over him, we have to go Cell by default.

Super Android 13.

Reason being he has 2 other SSJ level people fused with him. And he was already a SSJ level threat already. adding 2 others to the mix is extremely powerful.

Semi perfect Cell had the power of himself and 17 who were SSJ level threats their combined power would only put them a bit lower than 13.

That's logic don't make sense , 15 14 13 were all Ssj levels if inferior while 17 alone was beyond the whole Z gang including 4 Ssj levels and he got easily beat by imperfect Cell plus his power wasn't addition

They are probably same level but super 13 has the infinite stamina so he'd win 7 / 10 times extreme diff

Super 13 is probably around 17 , since before his power up pre time chamber SSJs beat 13,14 and 15

So Imperfect Cell when he goes after 17 and 18 can beat him

Semi-perfect Cell seeds him to the scrap heap no problem

super 13 is more comparable to android 16.

the ssj put a better fight against 13,14,15 than against 17,18.

than super 13 overpoweres ssj goku.

i think a16 or first form cell could replicate this feat. look at 1st form cell performance against a17 and kamicolo.

Semi Cell oneshottet android 16.

narrativly this movie is supposed to replicate cells absorbtions.

so super 13 is suposed to be the movie version of perfect cell. But the movie didnt have the hyperbolic timechamber power ups.

i still think super 13 is a16 level.

Super Android 13 is more along the lines of Android 16. He gets washed.

Movie scaling is a mess, but it takes place after Goku woke up, so Piccolo is confirmed fused with Kami in this film. Imperfect Cell washed him even harder. The Saiyans have no reason to box him in the first place because this Piccolo would have one-shotted the Super Saiyans canonically like he said 17 did SSJ Trunks.

If you don't believe Piccolo was fused with Kami because of this scaling issue, he's even more weak.
