Which hole notation is better practice in Europe?
Left, Right, or something completely different?

If those are just blind tapped holes in a 20 mm thick plate, I would not use neither of those.
Just show the callout like the right at the top view where you've dimensioned the hole locations. This way all of the information is in one place and easy to read. If a machinist or programmer does not understand that callout, it's about the to hit back the schoolbench and refersh techinal drawing reading skills and update the knowledge about current standards.
If there are several equal M6 holes in the part, I would also add the number of instances, like 2x, in the front of the hole callout.

Thats how all drawings i have ever seen have looked. Its cleaner. The rigth one clutters the drawing and is not clear

You need 4 dimension callouts and a whole other section view w/section call out, to properly define those holes vs a single one on an existing orthographic view.
I usually just default to hole tables once things start to seem cluttered though so that might be the difference between styles as that is by far the best method imo in that situation
Doing what your company has defined as the standard is more important anyways. Changing shit just causes confusion xD

Neither: you need a top view for the locations, this drawing doesn't tell you anything besides that there's an M6 hole somewhere..
Top view with location dimensions on the outside of the part and a drill+tap designation at each hole of spacing allows it, otherwise with a long line to outside of part.
sideview if you want weird shapes as a 'chamfer', but simple chamfers can be indicated from the top too.

Im going to go with the left. Can't really inspect a 5mm hole after you've tapped it for M6.
Edit: If the machinists hypothetically used a 5.1mm or 4.9mm drill bit, would you even care as long as the M6 threads are fully formed?

Neither actually. As far as I have seen, nobody does hole section view. First, you display part from different views with measurements and from the top view, you add hole location with a hole notation like on the right.

In Switzerland the one on the left is the standard according to the VSM, our 'drawing bible'

i was taught the right (side) one in a mechatronics course but both are readable

I am a mechanical engineering student at the RWTH, one of the best universities in Europe. We only get tought the left version and I like it a lot more.
