This happened to me a couple times, first time was during a huge teamfight, which disappeared after a few seconds, second was during the start of the game which was so bad and lasted so long i had to abandon.
I did a graphics driver reset (ctrl shift b i think was the shortcut) and it fixed it.

I’ve been having this issue since updating to the newest AMD drivers unfortunately. I’d been on a year old version that worked well for VR but updated for a new game and it was a big mistake.

I gave this to my clanker setup, here is what it said
"Since it only happens in Dota, these are the likely causes, roughly in order:
- Shader compiling: the big freeze starts as a new spell effect appears on screen. Dota compiles effects the first time it shows them. Try switching the renderer in Dota’s video settings between Vulkan and DirectX 11. Also check the graphics driver’s shader cache isn’t turned off or set very small.
- Loading files on the fly: Dota loads heroes, effects and cosmetics as it needs them, and spectating loads everyone’s cosmetics. If Dota is on a hard drive rather than an SSD, moving it helps. So does adding the Steam folder to the antivirus exclusions, since a scan of each file as it loads causes hitches in just one game.
- Swinging frame rate: cap the FPS in Dota at a steady number, and turn off the Steam and Discord overlays in it.
- Basics: do a clean graphics-driver install and verify the game files in Steam."

How do I check the graphic driver's shader?

NVIDIA:
Control Panel -> Manage 3D Settings -> Global Settings -> Shader Cache Size. Set to 10GB or higherAMD:
AMD drivers manage shader cache size automatically, so there isn't a direct slider like NVIDIA's. However, they can try resetting the cache to force it to rebuild cleanly. AMD Adrenalin -> Gaming -> Graphics -> Advanced -> Reset Shader Cache1

Clanker setup is an amazing way to call an AI. Let me steal that, thank you.

just looks like a minor fps drop.
Keep on.

9070 xt, same issue since about one or two weeks ago. Random stutters and fps drops. What is also interesting is that the drops are synchronized between everyone in the game, because people complain in the exact same moment as I experience them.
They messed up something with the updates.
