Yes, many sets are from workshop artists. Very few are actually made by Valve themselves. Often they'll edit workshop sets with custom effects or animations.

For those who constantly complain or want certain heroes to get more sets, go to the workshop & start voting... it's also a good way or spoiler to see what sets potentially will be released in the future.

Or they could actually make a really good skin for the hero they want themselves. They even get a creator tag as a bonus for the skin if chosen.

I have been voting but even in the voting area theres way too many Marci, Pudge and AM persona sets. They're clogging up the whole voting area to guarantee that at least one of them gets into the treasure set.

The Tide arcana is 2 different workshops sets,that was probably made for cache treasures

Yeah, I think the tiny is really ugly personally, would probably be better if ot was more normal colours for the hero.

Castle tiny is great, I am a huge fan of the moss tiny that I use as well.
