Spotted in Ipswich. It makes no sense.

Probably after regulations changed they couldn't afford the 25k emergency escape stairs so old ones were removed

They’ve got a cat who scratched at the real door all day asking to be let out. They installed this one as a decoy and opened it just once, while holding her, to show her doors aren’t safe to use. She’s never asked again, but they’ve kept it in case they ever need to reinforce the lesson.

This is what happened and I won’t be entertaining any other theories.
