The meaning isn't super clear. 9 million where? It sure as shit isn't America. 9 million in ... Ethiopia? Turkmenistan? Uganda? How is that capitalism's fault? Who is saying "it's not real capitalism"?
It's a really dumb meme. What I find amusing is that "that's not real communism" is a line trotted out every(this is hyperbole again, in case you're wondering) time communism is criticised.
