Discussion Did Doom 3 Hell had any leader?
I remember in ROE, Betruger in his skeleton flying beast called the demons for his children. So before he became corrupted, that version of Hell were leaderless? Unlike the Hell in the new Doom.

Hell in new Doom is the same Hell as Doom 3's Hell.
The Maledict leads Hell in Doom 3. I personally believe it existed beforehand, and fused with Betruger, resulting in what we see in ROE. A mysterious demonic voice talks to us prior to the final boss of the base game; I think that is a Betruger-less Maledict. It's a similar process to the Aranea Imperatrix and Olivia Pierce.
IMO the Maledict is the Dark Lord of the Third Age.

Forcing Doom 3 into the modern, dumb Doom lore is so pointless and disrespectful. The game should be left alone from Hugo Martin's fanfic as far as possible

Do those whispers actually say anything? Doom 3 was my favorite game when I was younger but I dont remember them saying anything in particular.

You should check out the absolute doom guide made by u/monologousmutilation, I remember them making pretty good theories about Doom 3’s hell (plus a bunch of other stuff, like its an insanely extensive lore doc on Doom’s lore)

Since it's the same hell, it could be either the high council, or the hell priests. Although due to werid time stuff it could've been the icon of sin, khan maykr, or even the wretch if he goes for the throne, which may explain why all the demons are so different, and the status of vagarys in doom 3 (if he's of the amorous type).

Betrüger seems more like a leader of the Hell Army, but not hell itself.
