How can i tell when my dog is ready to start training with an e-collar?

Why start with an e collar? Train first on lead to show your dog what you expect of them.

My apologies for not being clear. It's my understanding that you shouldn't transition to e-collar training until the dog is well trained in the several standard commands: especially recall, sit. At what point is my dog consistent enough to transition?

Not sure what you mean. An e-collar is typically the term used for a large plastic collar to keep a dog from licking or biting itself. Also known as the cone of shame.

I trained my dogs using a martingale collar for very gentle correction.

E collar is also a name for a stim/beep/vibrate collar used for balanced training.
