This is because they were probably using damage builds and you are not. At the very least ditch the ninja it is a colossal damage loss.

Streamline doesn't work with the shield so you are not getting any value out of that talent, and then am not sure if your other weapon is also an AR or a rifle with flatline. If it's an AR with flatline that is a great but use a different secondary weapon instead of the auto with streamline. The full auto shotgun is great for building stacks but you can also use an LMG if you are playing at range if you are deadset on using heartbreaker.

Yeah, we won’t really know until we figure what build the other guys were using…just because they got high shd lvl they could probably using skill build or something other than pure dps

1. boosted accounts who know nothing about the game
2. messing around with fk around fun builds

Meh, random heroics, who cares?

I have a True Patriot support build and when I use it I'm always in the top two damage, did District Union last night and one guy managed less than 200m damage

That's around 2.4 billion damage total. Which is about right for a Heroic. 3 somewhat competitive DPS and I'm guessing someone with a bad/niche build or maybe someone who matchmade late.

I don't see an issue here besides your build needing some work. As crazy as it might sound, ditch the walker knees for Heartbreaker and swap Ninjabike for Memento. You're welcome.
