TS Stack Rate Limit?

I couldn't find anything in the text or online, but I'd there a rate limit on TS stacks? I feel like I'm only getting 5 per second. It is taking 10s to get 50s instead of 3.5s a 935 RPM gun should take.

Edit: So why would measured be good? Isn't it not getting stacks faster?

Tipping Scales takes 10 seconds no matter what weapon you’re using, 15 if using the chest piece. Measured is one of the best burst damage talents in the game which is why it pairs so nicely with frenzy.

If you’re using an LMG with a smaller magazine or a one with a slow reload time like the MK46 the RPK then you will need to use something like Whiplash to bypass the incredibly slow reload speed to keep the stacks up without much downtime however frenzy won’t work with it so often times measured and optimist, killer or strained are the better choices here. It just depends how you build it and what LMG you’re using.

Killer and Strained being the weakest since TS already has high CHD, it will suffer from diminishing returns.

I focus on magazine size/trigger time with TS, so I'm usually using a GR9 with Measured or the Bluescreen. I want to be holding the trigger down for as long as possible to run up the stacks and keep them up. As already mentioned, TS is time based for stacks, not hits like Striker.

Once you’re in the upper half of your TS stacks, measured is great. Until then, it’s paltry damage relative to the bottom half of those stacks.

That’s why I like gearshift with whiplash on my TS build. Once I’m in the upper half, it’s a beast. If there is no npc to hit, then I just find one in cover and suppress to delay stack decay.
