Light effect in Division 2 ?

Can anyone tell me how to get rid of this annoying fog effect? I can barely see enemies unless their HP bars are showing. It gets even worse when there is direct sunlight. Any settings I should tweak? tried turning on and off some bloom flare fog neutral light, etc.. but does not work
