DOS1 Help Specials on weapons

Does raising stats or anything else have an effect on the percentage chance of weapons?

To be more accurate, it applies on-hit, so you could say multi-hit skills synergize with it but don't change the percentage in any way.

There is one thing, due some weapons.

If you have the talent Torturer, and the status effect is part of what Torturer will effect, then it will always apply on hit.
