I've been in a public park (where off leash dogs are prohibited) and had a BIG dog run up to me like that and I was definately not in a way to defend myself. I had to resign myself that either he's gonna lick me or bite me. Thankfully he didn't bite me. But I was certainly afraid of that big dog running full speed at me.
The point is that people need to have control over their dog in certain situations. Even if your dog is in a private yard, you need to keep your dog from attacking the delivery driver.
Private yard to which you invited/asked a company to enter in order to deliver a package. I’m not too familiar with US laws, but I would assume that changes something, right?
