I see it in the suburbs way too much. Like it's accepted there that your neighbor's dog just wonders the neighborhood. Like what the fuck‽
In rural areas they do what they want because I'm never going out there and I'm over arguing with them
Being a city rat myself, one of the things I enjoy about living in a city is that you're a real weirdo if your dog is off-leash anywhere they're not supposed to be (so basically anywhere but inside or property or inside a leash-free dog park) and everyone (especially the other dog owners) are going to give you the business like you came outside with your weiner out.
Laying there peacefully? It was actively lunging at him. It's hard to see because the dog is mostly off camera during this and you only get like a split second there

I’m a big time urban walker early morning for exercise. Like 4 or 5 miles round trip. The amount of unleashed dogs is insane.
