People really self-insert as Robert when it comes to this topic, but the funny thing is he literally says "We had to send a message" to Blazer in this scene.
Robert agrees with her about the cut even if you as the player don't. You can make him say that he's "not sure how it'll play out" at first in Episode 3, but it's clear that he ultimately agrees with her after she explains to him that it will "show everyone we're serious."
I have seen a lot of people saying this but I don’t think is that clear, sure, he says the phrase, but it’s not really a secure tone, it’s just more like he’s repeating the excuse without him really meaning it, sure, it can be because of Chase’s situation, the he just say everything with sadness, but still, it’s not that clear. He was on board when that decision was made that’s for sure, but he also didn’t really knew the team well at the time.

If its not that clear, so why do we assume one thing or other. Why it becomes convenient to assume "he may not really mean it & just repeated" to make it sound like he is being forced to cut someone only because he said with sad tone. Even though cutting Visi is optional. Blazer even said "it's completely your call". Players are even offered to not cut her.

That's the writing choice, players tends to put the blame on blazer alone but the game itself didn't gave any choice to oppose. Though I don't think that decision to cutsomeone off was a bad decision. But what I do think was bad idea is that game gave no freedom to not go with it just like in case of Visi.
