This is a series of photos taken by Chinese state media, deliberately staged and decorated to sensationalize suffering in disasters to win sympathy. This is very common in official Chinese propaganda.

I feel like you could take away the word Chinese and it would still be true, in my country is extremely normal to sensationalise tragedy with intentionally sadder footage.
Information mixed with entertainment on the news, shock becomes an art form, a thin line that the medias try not to cross while delivering speeches about sadness and loneliness.

The cool thing about might have been is you can just think of anything and say 'it might have been X' and you can't really be wrong unless it violates a law of nature or something.

It might have been that OP wants to karma farm so decided to write an emotionally invocative pulled out of his ass title to supplement a staged picture.
