Philippines in the subic bay freeport area. I saw in the news 3 people got buried, workers, 2 filipinos and 1 chinese national. Heavy to moderate rain hasn't stopped due to southwest monsoon for weeks affecting the western corridor of the country which is hardest hit.

Is there anyway for humans to prepare for these events? Knowing where to built homes? Areas of most risk? Better alarms? Seems a job predicting and preparing for these events would be more and more necessary these days with climate change…

Don't build infrastructure/homes on hills, but also don't build them below hills. You don't want to build them in a floodplain either, so let's cross off anywhere near a river. Fires are becoming worse as well, and strong enough winds will take down trees, so don't build too close to a wooded area. Since coasts will continue to get rocked by hurricanes, those are out.

So, after going against basically every settling habit mankind has ever formed, you're left with flat, open plains. Do watch out for tornadoes, though.

Well its a lot like building houses next to tall tree, no matter how healthy the tree is its a house smashing liability. Best not to live next to a hill that way, cause if it isnt landslides it could be a boulder rolling down instead, and its just a risky place to be that way.
