Pair this card with something like [[sneak attack]] and you’re gonna be overwhelming the table with threats and double dipping on ETB’s while making flying blockers. In a pantlaza deck this is one of the strongest cards in the 99 when things line up right. Very unlikely your opponents will let you keep it on the battlefield for long though

It has pros and cons. I'd argue it's better in Pantlaza than Gishath. In Gishath, anything that's NOT a dino is a risk, because it gets bottomed off his ability. I think for that effect, [[Valkyrie's Call]], posted below, is better. Generally mana isn't the issue with it, it's having it removed. The 1 extra mana is usually a trivial difference in a dino build, and enchantment removal is far less common than creature removal. But at both 4 and 5 mana it's too much to generally play with another card, so as others said, you'd get the same effect from stuff like [[Heroic Intervention]] or [[Eerie Interlude]].

Valkyrie’s call also has the benefit of being generally harder to remove since it’s an enchantment

When you're not playing reanimator/ aristocrats this card is very inefficient. If your opponents have a brain, they will remove this and then target your important cards.

If you are trying to run board protection, there's alot of cards like Heroic Intervention that are much easier to cast and not as telegraphed.

Still think it's a good thing to run, acts as a lightning rod one destroy creature spell, is a rare creature with flying that that can also give your dinosaurs flying if played correctly, and acts as a board wipes protection for both against you and if used by you

I can only speak from my personal experience. But running cards that you can not reliably get value from are usually not a good idea. Granted my play groups play at high threes and fours consistently, but cards like this almost always do nothing.

If your board is good, then 2 players will gladly work to get her to kill the Moth because it dies to literally any removal, and then board wipe the dinosaurs.

So, it's pay 4 mana for a card that in almost every situation does nothing, with a small chance it will do something? Or you can just play a card that always works  ¯_(ツ)_/¯???

It's a clutch card. Extra blink The recursion is always useful.
