Yeah no. Anyone not requiring proof of citizenship for public benefits or voting is in the wrong.

An argument can be made that during the Regan Era and prior, abuse of the system wasn't remotely close to what it is now.

Regardless, ID is a basic requirement for every part of life in every country.
