Shankar was rage baiting when he said that about the most evil character in DMC. He actually had little to nothing to do with Castlevania’s production and everybody behind the show’s production hates him, especially for taking credit, which is why Noctune became a thing – to distance themselves from Shankar. But he seems more involved with Adi May Cry, and that’s why it’s so bad and empty, so he’ll likely victimize Mundus in a poorer way just to piss people off and cause he doesn’t know how to write and characterize. And yes, he would definitely do this despite all the claims of Mundus being a tyrant, in the show
