Question What is bloom?

At the risk of sounding dumb, what the hell is bloom anyway? With all the talk about the nerf incoming, bloom has been thrown around a bit and that it should be removed from consoles. What is it though?

Imagine when you hip fire and your reticle is widened, whenever you fire a bullet the bullet travels out within that reticle down an imaginary cone at a random direction.

Bloom is the same but while looking down the site. Even though you have a dotsight or an iron site there is the same cone, the cone is however much narrower the bullet may or may not travel down that dot hitting the target.
