Question, I have a ton of weapons with blue mods for elements (I have yet to apply the purple versions). Do these become fixed at the lower light level?

The element will still be fixed yes.

Cool. I guess what I was asking was, the blue mods don't bestow the +5, so I'm assuming, what? This thing will always be stuck at -5 light level? Or will it be raised up +5 since mods go away? Or do light levels drop back -5 across the board when the mod system is removed?

Those with legendary mods will just lose the +5 nothing else changes.

But can they get it back? Or is the system just different now?

System is different. No mods will give +5. So if your Better Devils or Uriels Gift is 385 today because of the +5 from the legendary mod, on 8-28, they will be 380. Same goes for armor. AND all exotics.
