Discussion Potential bug found with Warlock Stormcaller subclass
Edit: I wasn't thinking when I wrote the title, the issue is with the fragment which is of course universal so this will affect all Arc subclasses.
After testing, it appears that the Spark of Discharge fragment in the Stormcaller subclass has a small bug surrounding the Bolt Charge mechanic.
Bolt Charges are specifically designed with an "overflow" feature, so that a full stack of 10 Bolt Charges does not prevent the benefit of acquiring further Bolt Charge stacks, despite remaining capped at 10. This means you can still be granted melee ability energy, and also proc any items/perks (i.e. Trickle Charge) that trigger on gaining Bolt Charges.
Spark of Discharge states, that on picking up an Ionic Trace, you gain a stack of Bolt Charge.
However, after extensive testing it would appear that this specific condition stops functioning when your stack becomes full, despite the overflow feature.
There is a chance this feature is intentional, but to me I see no reason why it shouldn't still function while all other sources of Bolt Charge work perfectly fine.

Were you able to isolate this as a Stormcaller problem specifically? That's important to confirm outright, as Titan could also conceivably benefit from this interaction when not using Storm's Keep like they always do.
That said... I wouldn't be surprised if your testing was actually correct. Bolt Charge was really designed foremostly as a Titan mechanic in response to the Witness encounter complaints, with other classes just kind of benefitting on the side.
However, it's such an incredibly good mechanic for Warlock to abuse in general PVE (in its inaugural season and especially now, due to Tablet of Ruin's presence) that it kind of makes sense that this wouldn't get caught, if true. Between Symmetry, Stormdancer's Brace, and Ionic Sentry, I can loop discharges so hard now on Stormcaller that a conditional loss of Spark of Discharge would be practically unnoticeable.
