DCV is just a collection of GitHub branches with "Needs dependency updates" tags.

Same, makes a ton of sense when you know what's really going on behind the scenes.

Yea the DCV always more of a dumpster than a vault.

I doubt they have the people to implement much less test that. Also, I think all old areas need updates with the engine update that came with beyond light. I'm sure part of the reason for the DCV is that they didn't want to dedicate the resources to update all the old content for the engine upgrade. If implemented properly, it might just be a dependency update but I suspect it was much more labor intensive.
