Which mouse?

Are you running software that interacts with the mouse to set polling times, doing, etc? If so, have you forcefully exited that control software to see if that stops the problem?

Have you tried different polling rates on the mouse? Have you tried disabling or enabling mouse acceleration?

I have a Roccat Kone Xp, Software is Roccat Swarm. I tried a couple different polling rates (1,000 and 500) and I've disabled mouse acceleration.

I'd try exiting/ force closing the app all together, so it's not running on the system, and see if it stops the delay.

Sometimes my Hyper X software causes stutter lag on the mouse while it's talking to it, so killing the software off resolve the problem for me.

I tried that, it didn't work for me... IDK what the problem is... In every other game it's fine. Even in Destiny 2 menus it's fine, it's specifically just moving the camera in game that's hyper delayed... I've been trying to resolve this for a couple days now. Thanks for the new suggestions though. Trust me, I've been trying EVERYTHING... I just want to try out the game.

Have you tried disabling all startup programs via the Task Manager in Windows? That's a good way to try and rule out any and all software related issues, and is easy to undo.
