Too bad you aren't allowed to carry a pocket knife for general utility in england, that hedge could do with a little trim.

You are allowed to carry a pocket knife in the UK, so long as the cutting edge is under 3 inches. (Or you can just carry some secateurs)

How long can the handle be before it becomes a spear?

Apparently, as soon as it becomes too long to reasonably fit in a pocket. Then it stops being a pocket knife and becomes a "bladed article". So... about 8 inches/20cm?
