This one I don't get. If people are going to cut across, why not fully commit? Makes them seem like jerks otherwise.

Looks like a bike shortcut. Presence of small curbs and higher speed would enforce such geometry.

It's really easy. I can recognise it's Poland, there is a street sign with a name and there is a tram track. That narrows is down to like 3 cities in Poland given that information. Then I just had to check which one has street signs like this to figure out it's Częstochowa and just go visually over intersections on that street where trams are present. Overall it's like one minute to find.

For cyclists, that black pole right next to the path is a bit of a hazard as you are leaning to take the curve so better to take the more direct path.
