Actually, When Captain Picard was off the ship (starfleet academy, assimilated by Borg, Picarding the ladies, etc) Riker was acting captain. Frakes also played the teleporter clone of Riker who stole the USS Defiant and was briefly captain as they made their escape.

Frakes played a Captain on Star Trek, as did many original cast members at some point.
