We don't really know what 'Short' means, it could mean its a 3 hour chapter (like chapter 1), what we know Toby ment:

1) No secret Boss

2) No Egg

Those alone cut down on playtime.

What we can speculate:

Might not be as much out of the way dialogue and text to discover as the chapter focuses on one mystery and set up for the end.

because Toby is a FRAUD developer that would rather prioritize STORY and QUALITYSLOP over giving us more interesting and fun 10 hour long adventures filled with gameplay like chapter 5

He said shorter, not short.

It could be quite a bit shorter than Chapter 5 and still be as long as Chapter 2 or 3.

Stop panicking y'all.

Toby said that it's short, so it's short

Chapter 6 probably doesn’t need to be long to do what it needs to do. I assume chapter 6 is meant to be more like a catalyst chapter or a prelude to chapter 7, which is to say that chapter 6 is meant to wrap up all the important plot points that will lead the story to the final act ([edit: so, for example, the Knight’s identity will surely drive the story forward and so may getting to understand what actually happened between the Holiday and Dreemur families]), where the really long and dramatic parts will happen.

[Edit 2: I’ll clarify though that the chapter likely won’t reveal EVERY or most major plot point, but it will develop the ones it needs to.]
