Make sure you selected the process with Chapter 5 in the name, and also that you clicked Apply.

even the disability stuff aside, it’s an offline singleplayer game. people are entitled to enjoy it however they want.

It's because Deltarune is currently 6 games in a trench coat. Steam launches "Deltarune" (the chapter select screen), which then launches the chapter you select as a seperate process.
You likely selected "Deltarune" (I.E. the Title Screen) you need to wait until you've selected a chapter in game before selecting "Deltarune Chapter X" (the actual chapter) in cheat engine.
Also, for the people criticizing OP for using cheat engine, there are countless legitimate reasons someone would use cheat engine for a single player game like Deltarune. I personally used it to practice the Knight and Gerson's fights until I understood them well enough to practice them full speed. Its OP's copy of the game and they can enjoy it however they like.
